Knowledge of: Personnel management principles and practices; project management techniques; principles and practices of budget management in the public sector; methods and techniques of systems and procedures analyses, application software development, computer programming, systems scheduling/utilization, information technology procedures and controls; relational database design and file structure; statistical methods, business and public administration practices; potentials and limitations of information technology equipment; principles and practices of management, supervision, and training; group dynamics; managing meetings; organizational design and development; principles and practices of leadership, motivation, team building and conflict resolution; principles and practices of organizational analysis. A typical way to obtain the required knowledge, skills, and abilities would be: possession of a Bachelors degree from an accredited college or university in information systems, computer sciences, public or business administration or a related field and five (5) years of progressively responsible experience in systems analysis or programming and coding of applications in the public sector, two (2) years of which involved supervision and management.
