Knowledge of Federal HR management functions, theories, and techniques and the basic relationships of various HR disciplines sufficient to advise management and employees regarding rules and procedures and their obligations and entitlements; knowledge of Federal HR recruitment, placement and affirmative employment concepts, principles, regulations programs and practices to recommend innovative methods and strategies to resolve problems of job turnover, workforce planning, downsizing, and reinvention initiatives; knowledge of full range of classification and position/resource management principles, concepts, practices, and techniques and of the relationships of other HR specialties to classification and position/resource management.
