In addition, the incumbent exercises significant responsibilities in dealing with officials of other units or organizations, and in advising management officials of higher rank of contracting issues; assures comparable equity i n the assessment by subordinates of the adequacy of contractor capabilities or of contractor completed work; provides direction on the administration of contracts exceeding $900 Million, makes decisions on work problems presented by subordinates, team leaders, or similar personnel, or by contractors; makes decisions on non-routine, costly, or controversial training needs and training requests related to employees under his/her supervision, provides meaningful and timely evaluations of subordinate managers and reviews evaluations below subordinate managers of their supervisors and employees. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience.
