GENERAL DESCRIPTION AND LEVEL OF RESPONSIBILITIES: The Human Resources Generalist (HR) handles a wide variety of HR responsibilities while supporting the HR department to streamline business processes and ensure smooth operations. In collaboration with the SR. Sr Human Resources Manager, this position will develop and implement procedures and policies offering guidance on the interpretation and application of relevant employment laws and regulations. Additionally, the HR Generalist will support all FSA staff, contributing to the overall effectiveness of the HR department and fostering a positive and efficient work environment. This position encompasses both administrative and strategic duties, handling a range of highly confidential tasks. The HR Generalist is responsible for key and supportive functions in various areas such as, hiring, benefits, leaves of absence, retention, recruitment, training, workers' compensation, and payroll support. Additionally, this position supports employee relations and works to enhance employee satisfaction by educating staff on HR policies and promoting a positive work culture. The HR Generalist reports directly to the Sr. Human Resources Manager. FSA strives to be a trauma-informed and resilience-oriented organization. Working with those impacted by trauma can affect staff in various ways, so FSA actively identifies and employs methods to support staff to embody a healthy and sustainable balance of care. SPECIFIC DUTIES, FUNCTIONS AND RESPONSIBILITIES: - Support Sr Human Resources Manager to continuously educate FSA’s staff about relevant Agency policy and employment law best practices.
- Ability to answer employee questions and/or concerns regarding HR policy, procedures, or employee handbook questions.
- Handle employment-related inquiries from employees and escalate to Sr Human Resources Manager as needed.
- Administer employee personal, disability, and medical leaves, including overseeing qualified leave protections such as FMLA, CFRA, PDL, ADA, and other relevant laws.
- Manage leave tracking, maintain accurate records and paperwork, ensure proper benefit deductions, and coordinate all necessary follow-up actions.
- Provide regular updates to the Sr Human Resources Manager and the employee’s direct supervisor on leave status, ensuring effective communication and compliance with legal requirements.
- Support employees throughout the leave process, offering information, addressing questions, and ensuring a smooth experience for all parties involved.
- In conjunction with other HR staff, assist with the facilitation of FSA’s employment, onboarding, and termination processes for paid and unpaid staff, as needed.
- Conduct new employee onboarding for all staff or volunteers.
- Facilitate monthly new hire orientation classes for all staff paid or volunteer
- Coordinate with Operations Department for onboarding of all paid and unpaid staff.
- Ensure all required employment documentation is accurately completed and executed, including Form I-9, payroll forms, and other organizational records.
- Responsible for continually maintaining updated and accurate personnel records. May involve maintenance of hard copy and electronic formatted documents.
- Assist with termination process, final checks, and termination packets as needed.
- Maintain HR records in compliance with all applicable federal, state, and local regulations.
- Create and Manage Letters of Employments (LOE), for FSA new hires and intra-agency employment changes.
- Process all Change in Status (CIS) forms for existing staff
- Collaborate with the HR Payroll Specialist to maintain accurate employee data in HRIS (Paylocity), process employee changes, support semi-monthly payroll through timesheet review and issue resolution, and partner with employees and managers to address payroll discrepancies, escalating concerns to the Sr. Human Resources Manager as needed.
- Manage all employee health benefits, and communication of benefit information to employees and within regulatory compliance. Primary point of contact for all employee benefit questions.
- Support Sr Human Resources Manager with organization of the open enrollment process to include notification of staff on leave.
- Support Senior Human Resources Manager as needed, to process employee benefit remittances within associated vendor systems.
- Coordinate with Sr Human Resources Manager around completion of HR-related projects as assigned.
- Collaborate with Sr Human Resources Manager in creating and/or standardizing job descriptions.
- Administer Workers’ Compensation claims and serve as the primary liaison with insurance carriers and vendors.
- Engage in interaction with FSA finance group as needed.
- Travel, as required to FSA’s county-wide office locations
- Participate in CARES Committee and the Supervisor and Manager development meeting
- Continue to expand knowledge of employment law and best practices as related to the essential functions of the position; attend recommended and appropriate workshops and training.
- Organize and coordinate FSA trainings or workshops as needed.
- Maintain updated standard operating procedure (SOP) for position
- Participate in regular one on one sessions with Supervisor.
- Other duties as assigned.
Program Development, Compliance and Evaluation - Identify and evaluate training materials aligning with compliance and updated regulatory requirements.
- Develop and implement staff development, engagement, and continuing education programs to support agency needs
- Manage annual regulatory compliance reporting for Human Resources
Community Partnerships - Participate in community outreach events to promote FSA services, enhance visibility and build strong connections with community members. Availability for evening and weekend events may be required
- Develop and maintain professional and collaborative relationships with community partners.
FSA Team Member - Actively maintains a shared work calendar in FSA’s Outlook that indicates work activities.
- Participate in and attend FSA team and all-staff meetings and trainings, and other required events/activities.
- Attend professional development training courses, webinars, and other conferences.
- Participate in and support agency-wide organizational initiatives.

- Participate in FSA committees as needed.
