In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: Developing and executing targeted outreach strategies to identify, attract, and engage potential candidates; Developing talent pipelines by establishing partnerships with a variety of networks (e.g., educational institutions, professional organizations, industry associations);and. As a HR Specialist (Recruitment & Outreach), GS-0201-13, you will partner with recruitment, classification, program, and customer stakeholders in assessing, analyzing, and proposing change initiatives, conducting organizational needs and readiness assessments, and developing broad HR strategic business processes and goals for change.
