Specialized experience for this position is defined as experience: Interpreting and applying provisions of Human Resources regulations and relevant statutory and case law to provide advice and guidance across an organization; AND Developing enterprise-wide Human Resources policy, supplemental guidance, and conducting operational work in support of federal HR to include operations of recruitment/placement, talent acquisition, outreach, special placement programs, and workforce restructuring programs; AND Providing authoritative advice to HR practitioners on matters related to staffing, recruitment, talent acquisition, workforce restructuring, and position management/position classification to resolve human resources issues at an agency level. To be found well-qualified at the GS-14 grade level, and in addition to meeting specialized experience, the applicant must have documented the following experience: Providing authoritative advice and guidance to agency-level officials on human resources legislation, regulations, Executive Orders, and OPM and Departmental directives; AND Applying knowledge in staffing, classification, and workforce restructuring to support agency-wide mission requirements, ensure regulatory compliance, and advance strategic hiring initiatives.
