As a recognized authority on human rights and democracy, the Deputy Assistant Secretary provides authoritative information, analysis, and policy options to the Assistant Secretary, other senior Departmental and international officials on critical human rights issues of international importance that are critical to the Department's ability to fulfill its public diplomacy and international relations mission, establish effective mechanisms for the recognition and expansion of human rights at the international level, and promotion of democracy in American foreign policy and programs. If you are a former career SES member, you may be eligible for reinstatement if you successfully completed the SES probationary period (or were exempt from the probationary period because you were converted to the SES as a career appointee when the SES was established) and left the SES for reasons other than misconduct, neglect of duty, malfeasance, or less than fully successful performance, or resignation after receipt of a notice proposing or directing removal for such reasons.
